Kenwood and Icom have speech output.  Kenwood radios that are dual band are 
TM-V7A,TM-V71A,TMD700,TM-V708 and TM-V707.  I'm not sure what models for the 
Icom brand 73. KB2YAA

I suspect the answer is still "NO", but I wanted to double check just
in case.  I know there are several dual band HTs and several
moble/base HF rigs with speech capability.

Are there any 2M/440 moble/base rigs with speech?  My method at the
moment is to count clicks from one of the several NWS signals I can
hear and check myrepeater list to see which machine I am on.
