The format command in Windows will let you format in fat32.

The Stream natively handles 32GB cards because they are Fat32. Above 32GB,
SD cards are usually formatted with the XFat file system. But if you
deliberately reformat, say, a 128GB card to be Fat32, it will play on the
Stream. I tried doing this with a 255GB card, and it works--carrying around
1800 books, but takes a long time to load.

The down side is that a Fat32 file system on a 255GB card is quite
inefficient, and, as far as I know, there is no utility in Window to do
this. It can be done in Linux, though.
