It's kind of like one of those artificial grounds, I have heard on this list 
I think, that it'll work in a pinch.  Certainly better than no ground as far 
as RFI on the radio is concerned.

besides, what I keep saying along with many others on this list is, try it 
and then you'll know.  Does a quarter wave long wire, or antenna work? 
Depends on what you deffine as work.  Compaired to a mobile antenna, or 
compared to a 4 element quad on a 75 foot tower.
