Hi  Tom.

It is behaving as it should.  If you read Freedom Scientific's instructions 
on the subject, they tell you to do a double tap on the CAPS LOCK key to 
toggle the CAPS LOCK function.  That's why I tend to prefer the external 
number pads that plug into the USB port.  That way, I can keep the JAWS key 
assigned to the INSERT key.

P.S.  I have run into a rare few machines that won't toggle CAPS LOCK at 
all when JAWS or Magic is runing.  For these machines, press CAPS LOCK+3 
(that is the 3 key that is up above the E key) to issue a "pass through" 
command, and then press the CAPS LOCK key and it will toggle.
