It is true that New Orleans is below sea level, but they have advocated that 
people should raise their houses, but again, that takes money that a lot of 
people don't have.  Remember that many of them not only lost their houses, 
but all their possessions as well.

And if people talk about not rebuilding New Orleans, then let them not enjoy 
our benefits.  They talk about that, but they want to come down and enjoy 
our food, Mardi Gras, Jazz Fest, Bourbon Street and generally party and 
accept our hospitality.

But you're right, it has been said that history repeats itself, and those 
who don't learn from it are doomed to relive it.  No one listened after 
Hurricane Betsy in 1965 when there was a small levy break.  They should have 
built and maintained stronger levies then, but they kept saying it was too 
expensive.  But now, how does the expense of building stronger levies 
compare to the outlay in reconstruction costs?
