Hi Harvey,
I agree with you about the umbrella agencies and blind folks.

We've got one of these in California and it's generally not that good for 
blind consumers.

I work as the Braille production specialist for my agency so see things from 
the perspective of the central office and the administrative side.

On the other hand, the blind employees of my agency don't stick together so 
as far as I'm concerned they deserve what they get.

For instance, we have a sighted man who is the agency's access technology 
specialist.

I can think of lots of blind persons who could do his job more effectively.
