Would agree that post-Sept 11 this was the case but not prior.  I do not
really feel that the current Admin had had time yet to influence FEMA.
After that, in some cases yes, but still with a reserved judgment on my
part.

That's because FEMA was absorbed into the Homeland Security Department
on the assumption that Homeland was created to deal with catastrophic
events, but as we all saw in New Orleans, it hasn't worked.
