There is a difference here.  I have already established that I have a
covered disability when I submitted my original application to Handiham.  My
A.R.R.L. membership is at the blindness rate which you can't get unless you
are blind.  I am an N.L.S. client which no one can be unless they fit the
disability criteria.  In short, I established my disability and was told
that I didn't need to provide any further proof unless I were to go to radio
camp which I am not planning to do at this time.
