Hi Howard,

Neither Menus 39 and 40 nor the pre-amp made a difference, but I
discovered my problem this morning.  I had apparently turned off AGC
by holding Numpad 0 for one second.  I guess the S-meter doesn't work
in CW with AGC off.  Why, I do not know, but I always intend to
operate with AGC on.
