If it was up to me, I'd make universal access the law of the land.  Since 
nothing is published today that wasn't once in an accessible format, 
everything that is published must be accessible to all consummers.  I'd also 
make English the official language of the country, so that DVS wouldn't be 
squeezed off dvd's to be replaced by foreign language tracks.  English is 
learnable and reading print is not.
