Some of the lovely cell phone cheap ones don't have a fuse, I've seen one of 
them melt down pretty bad for my mother recently. The cord got pinched and 
the wiring wasn't quite enough to even make a good enough short to blow the 
fuse in the car, but the inside of the plug is destroyed, melted everything, 
it's not pretty.
