i have operated on 2 mtrs. on cruise ships and it is wonderful because the
water acts like a natural ground plain.  I have been able to hit repeaters
hundreds of miles away.  This was ocean cruising.  I'm not sure what gains
you would experience operating on a river, but it should be fun.  You
shouldn't have any legal difficulties as you will not be leaving U. S.
territory.  Enjoy!
