1. Data rate or baud rate must be set on both ends 9600 is fine

2. Yes that 7 pin cabble you need amp ptt from the 7 pin to the center pin 
of the rca amp ptt 998 in / out loop
Also you need ground
then you need the second rca cable  from the 998 amp / ptt loop out to the 
ameritron ptt input

Ameritron sells this cable ready to go
