Jeff,

I would assume that standard land mobile type users are on the band.  As I
understand it each channel is only 5khz wide so standard fm voice signals
won't fit.  When the band was reallocated for commercial use back in 1991
the intent was to use it for acssb.  Only a few manufacturers make acssb
equipment.
