So this is probably one of the models where the impact is controlled by how
bolts and shims are adjusted to put the platten at the correct height above
the paper.  Go to brailler.com for manuals for the RB20/40 family.  The
platten (embossing bar) on my RB-20 has a notch at the left end.  This is
supposed to face up for braille and down for graphics.  And if you don't
have a platten at all, you won't get braille.  You are likely to need to
spend several hundred dollars for servicing, but we'll see.
