Tom,

You don't need to reinvent the wheel.   Once you get the swr flat at low 
power, increase your power to whatever you want and check swr with the voice 
announcement.  If it's gotten off a bit,  turn  the swr tone on again  and 
fine tune the tuner.   There is no real reason to use the power tones just 
to tune the antenna.   I've had my meter for a couple of years and have 
never used the power tones other than  just to see if they work.
