I gave a station a 597 signal report in a recent ARRL CW DX contest. He had 
garbage spread for a few KHz around his frequency. It's in my log, but I 
don't know how ARRL or the operator dealt with it. I have thought sometimes 
about giving folks honest signal reports, but then have thought better of 
it. In non-contest DX QSOs, both sides tend to give more honest signal 
reports.
