Well, if you can avoid the power lines, the simplest thing would be to run a 
long wire from the shack to the top of the mast, hook it up to a UVA 
resistant rope, and run it out as far as you can.  Make an artificial ground 
that you attach to the cold side of the necessary antenna tuner, and go for 
it.  The grounding is as critical as the antenna to eliminate interferrence, 
and to distribute the most effective electrical pattern available.  14 gadge 
zip cord, will do.  Make radials at a quarter wave length for the bands you 
wish to run.  A tape measure and an SWR bridge are very helpful tools for 
this project.
