I don't have a good answer to that.  I would say that until the first of the
year you could still apply through your regional library.  I would almost
bet that if you did that after that date they would still send your request
on.

Do i understand from this that one MUST send in a print application? You'd
think, given that this is a device for the blind, that at least the option
to email an application would be available. Or am I just having a senior
