Thanks, Steve, for sharing these instructions for app family sharing.

I have saved them for future reference, since my XYL and I will certainly be
able to benefit from them.

I'm late on this.... So you probably have an answer by now--it is Yes,
provided you are in IOS 8 or above.

Procedure (from memory):

1.  One person needs to set up their phone under family-sharing as the
Organizer.  App purchases will be handled by that account.

2.  Go to Settings, iCloud, Family-Sharing.

3.  Example: Enter your appleId as the organizer (primary member).  Then, go
to add family members and add your wife.  Tell Apple that she is an adult
(you can add children which would allow you to control apps they buy as well
as in-app purchases and more).

4.  The phone will send invitations to the other family members to Join.

5.  Once they join, they will have access to any eligible apps that you
purchased on your phone; it will be under a separate heading when they look
in the app store.
