Harvey,
    The Independent Living Resources and Centers are separate entities and 
are not state driven.  We still have voc rehab and the commission for the 
blind as well and those are state driven.

    It is true that some Independent Living Resources centers are well 
supported, but not all are.

    For many, its more than a daunting process to seek help from voc rehab 
and/or the commission for the blind.  What is interesting is how some seem 
to get all they need while others dont get the time of day.
