Hey Mike:
this is the first place I found the contact info for the amateur radio 
service center on the rac website:
https://www.rac.ca/en/amateur-radio/regulatory/certification/

I believe the issue of $60 was in regard to when someone complains about RFI 
interference generated by an amateur radio station...IE, your toaster is 
talking or voices are coming from your tv etc lol.
Complaints from amateurs about on air activity or interference on air would 
be a free complaint to industry canada...either via the amateur radio 
service center, or directly to industry Canada.
You may try emailing them with a letter indicating times and frequencies and 
the nature of the interference etc.

Insure that you cc or bcc a copy of that email to yourself and other 
parties interested in the issue.
