I have the same problem with the tape.  It Doesn't seem to affix very well
on a lot of items.  One thing is file folders.

I have an annoying issue with some dymo labeling tape I recently =
purchased.

I have used the tape to label various buttons, switches, jacks, and =
controls
on my MFJ998 auto-tuner and ALS600 amplifier.

The problem with the tape is that it does not stick well to the involved
surfaces on the equipment.

The tape sticks on the ends, but not in the middle of the labels, =
thereby
causing the middle of the labels to be raised slightly.  I can push the
labels down again, and the labels will stick for a while, but eventually
will raise up in the middle again.

I have done much labeling of equipment over the years, and have only
experienced this problem relatively recently.

I suspect that the labeling tape I have purchased most recently is =
somehow
old or defective, but it is hard to know until you actually start using =
it.

I typically use the =BD-inch clear plastic variety.

If anyone has a magical solution to this problem, or knows where one can
still get good high-quality dymo labeling tape, please let me know.
