Hi Butch,

Send your friend to the ARRL http://www.arrl.org.  In addition there are
lots of sources of practice tests on-line.  When he is at the ARRL site you
may want to let him know about their facility to find a local ham club in
his area.  That I think would be invaluable to a beginner.
