I notice the behavior when in RTTY mode, when checking SWR and output power.
The PFA key gives me the output power, and the PFB key gives me the SWR.

My carrier level is set at 13, which I would think should be reasonable.

What I see is this:

When my output power is set to 100 watts, the meter reads 100 watts, as it
should.  As I decrease my output power in five-watt increments, using the
function control, the TS590  meter continues to read 100 watts at 95 watts,
90 watts, 85 watts, and 80 watts.  Then, when I hit 75 watts, the meter
adjusts to read 75 watts, as it should.  I get the same results when
decreasing my output power from 75 to 50 watts, with the meter correctly
reading 50 watts when I reach that level.

This is why I'm wondering if the meter itself is calibrated to read in 25
watt increments.

I don't know what the meter visually reads, but could get my XYL to check if
that would help.

Also note:  All of this is done on 40 meters using my DXCC, which is
resonant on the frequency where I'm operating.

Curious, what mode are you in.   Is this a new thing, or always been 
this way?

Perhaps you are overdriving?    The manual says  that if  the power 
meter exceeds the power level that is set, reduce micgain, or back off 
the mic.   If in a  key down mode, backing off on the carrier level 
would do the same.

The above may not be what you are experiencing, but  maybe backing things
down will get the meter to behave  better.

I'm not aware of a way to adjust the meter, and a quick look at the manual
didn't  have anything jump out at me.
