You probably either turned on tone squelch and don't have the right tone, 
easy fix just hit the number 7 to the low beep which is off, once will 
transmit, the second one is tone squelch. If that's not it, you may have 
turned the squelch up too high, hit the I think it was number 5, then tune 
the tuning dial counter clockwise to the beep, that's the lowest setting. I 
don't remember where I used to run mine it's been so long but I think I only 
had it up one or 2 clicks from lowest setting.
