Richard,

Well the keying relay is working, but it seems the  protection relay in 
the amp isn't for some reason.    This is the relay  that is supposed to 
break the  keying line (the RCA cables) in the event of high SWR  or 
while doing a tune.

Triple check all your connections and settings.   You are also dealing 
with a used tuner that had some kind of surgery by the first owner.  You 
could test the operation of the tuner's relay with a continuity tester.

Putting the amp in standby for  a tune isn't all that much trouble, 
until you get this sorted out.
