Some countries have no output limit, and the maximum output of an amp
doesn't make them illegal, even here in the States.  You can legally own an
amp that has 100KW output as long as you don't exceed 1500W when operating
it.  Having said that, an awful lot of US hams run ten KW and up every day
of the week.  There is an amp builder here in the States who builds amps
using the 4CX15,000A tube which has an AB1 limit of 28KW.  The manual tune
version costs $24000, and the auto-tune model costs $32000.  They are both
legal to own, but you can't legally exceed 1500W output.  Unfortunately, in
order to run more than about 10KW, you must have 3 phase service with a line
voltage of 480V.  Many overseas countries use 3 phase 415V, and many of the
very high-power amps are built for that service.
