this crap is all thought up and written up by expensive federal lawyers.
What do you expect, that it'll be actually understandable or even concise 
lol.
no wonder there is so much ambiguity surrounding anything fcc related.
One guy says one thing, and then another says something totally different, 
and then they argue about it ad nausiam.
Unless a law or regulation is clear cut and leaves no room for 
interpretation, then it can be open to interpretation and therefore you can 
only be expected to abide by the spirit of the law rather than the letter 
because the letter is not clear.
The spirit of most FCC laws and regulations is to not cause harm, loss of 
business, financial hardship or physical harm to other users of the RF 
spectrum through your own use of the spectrum.
So, essentially, if your not hurting anyone, then your going to be OK even 
if one mans interpretation of a regulation says you are doing something 
illegal.
With ham regs, it's much more clear cut and defined, so it's easier for us.
