John,
That's interesting.  I tried HRD and indeed, it successfully controls the
Flex 1500 but I found HRD itself pretty inaccessible except for the very
basic functions.  Are there specific Jaws scripts that are needed for HRD or
are their other tricks I'm missing?

ham radio deluxe works with those radios and is good with screen readers. I 
don't know about the flex software but I think it's real graphic.
