And you may be able to use a program such as ABBYY Fine Reader to accomplish this. Of course I would contact the ARRL and either ask for a refund since you cannot use the material or ask if they can offer you an alternative.
I wanted to purchase some of the ARRL books, but will not because I figured they would not be accessible.
