Hi Walter, I did some checking around and it seems that phase 4 is still in 
the planning stages.
I did find a blerb on Newsline, you might want to take a listen from the 
link ftp://ftp.arnewsline.org/quincy/News/news.mp3
If you have any trouble with the link you can find it directly at the 
newsline site.
