In the past, we have seen bands from 20 through 6 meters really open up.
When I say open up, I mean you could to talk to other stations all over the
world with very little power and even the most unsophisticated antennas. 

However, when the other end of the cycle hits its lowest point, those bands
are totally dead. Many years ago, the bottom of the cycle led to the
introduction of single band and tri-band rigs, like the NCX3 Tri-Bander that
covered only 80, 40, and 20. 20 meters was useable, but the usability was
pretty limited.
