This brings to mind another idea.  

Most colleges have some sort of land mobile business radio systems in place
for security, maintenance etc.  Maybe you could get to know a few of the
folks who maintain the radios as well as the higher ups in that department
and see if you can mount the old Kenwood in a good place.  Then you can use
an ht with cross band capabilities to work through the kenwood to reach the
repeater in question.  This may be a bit far out but you never know unless
you ask.
