The bc780xlt does have menus.  unfortunately without either the programming
software or sighted assistance I don't think one of us would be able to
program the rig.

The older now discontinued bc895xlt provides ctcss, trunking and 300
memories and you cn direct enter the ctcss tones.  hummmmm....
