I haven't kept up on this antenna thing, but I'd guess in a window would 
be better, even with less of a ground plane.  Larsen use to make 
antennas that didn't require a ground plain, I think po 150 was the one, 
had a connector on the bottom of the coil that fit a standard so 239 
mount.  It was a half wave and did not require a ground.  I use to use 
them on tractor cabs with fiber glass tops and so forth.
