A librarian showed me how to disable pop ups in Netscape.
Go to Edit -
Preferences -
Advanced
and then unclick Enable Java and Enable Java script to turn them off
then click on disable cookies.

Appears to work.
I haven't figured out how to disable Java in Explorer, but I'm sure there's
a way. Anyone?
Pop up can be annoying and confusing to the sighted as well as those with
vision problems. Hope this helps.

Windows 95 also has some accessibility features as well within the Settings,
Control Panel, as you probably know. You can also go into desktop and
magnify the text greatly.

ReadPlease 2000 is a free text to voice program available online at:
http://www.readplease.com/download.htm

Unfortunately it does require some sight as the text must be copied and
pasted onto the ReadPlease screen, but it is available free and can benefit
the visually impaired as well as learning disabled and ESOL students.

Forgive me if this has been discussed before but for
those that are
interested, there are shareware and freeware programs you
can download
to automatically close or just plain block pop up windows.
Of course,
there may be instances where you will lose valid
information, but if you
don't want to or can't see them to begin with, these
programs could be
useful. Here are a couple I've come across in my Web
travels....

                NoAds (free) --
                http://www.zdnet.com/downloads/stories/info/0,,00124X,.html
                AdSubtract ($29.95) -- http://www.adsubtract.com/
                Adfilter ($24.95) --
                http://www.zdnet.com/downloads/stories/info/0,,000YZ7,.html

Sorry for the long URL, but more are listed at the
following URL:

=ad+ads+advertisement+advertising+banner+block+browser+browsing+cookie+.
