I suspect the actual text of this resource won't be accessible.  Anyone
know differently?  If the text isn't available, how would purchase of this
resource by a 508-covered library or school be acceptable?  Probably the
unreasonable argument could get this past in that it would be a massive
task to convert all the page images to actual text.

Times Pages to Be Available on Internet
By THE NEW YORK TIMES

Digital facsimiles of every page that The New York Times has published
since it began printing in 1851 will be available to libraries and
educational institutions as a result of a licensing deal announced
yesterday by Bell & Howell's Information and Learning unit and The New York
Times Company.

The information was previously available on microfilm and, in some cases,
on CD-ROM's, but was not accessible online.

The conversion of the pages to digital form will take about 15 months. The
pages will be released, starting on March 1, in segments that will each
include a decade's worth of newspapers.

The databases will be sold by annual subscription to libraries and schools.
Terms of the deal were not disclosed.
