Yvonne,

if I am correct, depending on how they are set up, both WebCT and Blackboard
should have some sort of assessment tool and test-setup embedded in their
products which should allow you to use the same interface that your students
are familiar with in order to test and do assessment.  

I would check with your local Blackboard admins and see if it is just a
feature that has somehow not been enabled for your classes, or, depending on
the release version of WebCT and Blackboard, what features for assessment
are available to you based on the release you are using.
