I asked the question at CSUN in March 2001 and also brought the matter to the
attention of ALA, especially the Washington Office, and the ALA Intellectual
Freedom Committee, for which I am the ASCLA [= The Awesome Super Cool Library
Association-http://www.ala.org/ascla/]  liaison, at ALA Midwinter in January
2001.

My theory was/is that if Internet filters were to interfere with accessibility,
then the CIPA ["Children's Internet Protection Act" - see
http://www.ala.org/cipa/ ]could be contested on this ground.

The accessibility experts with whom I spoke at CSUN indicated they had no
knowledge that there was interference, so I guess testing is in order.
