Another consideration is book drops.  One reason we have a policy
allowing patrons with disabilities to waive fines is that, many of our
buildings so not have accessible book drops (i.e.: at wheelchair
height). Some patrons have also requested fine waivers because of
learning disabilities which prevent them from reading books in short
loan periods. No one is required to have fine exemption on their card.
All patrons are responsible for lost or unreturned items. Our policy is:
"Patrons who are prevented by a permanent disability from access to or
normal use of a library, or library materials, are exempt from fines. If
the disability is not obvious, the patron may be asked for a statement
from a doctor or another authority. In the case of the reading disabled,
a statement from a teacher or counselor would also be accepted. Material
borrowed will still be the patron's responsibility and subject to
charges when lost, damaged or not returned. Use of the fine exempt card
is limited to the person to whom it is issued."

Thanks for your reply on my q. I guess partly because we don't have a
home delivery system yet, and I think many of the ES patrons do have
issues on mobility or even cognitive isues...yet you're right about
responsibility. I think some other libraries do waive fees for patrons
with disabilities but we decided not to carte blanche.

I question why you would waive fines, not charge for lost items?  I can
understand extended checkout periods based on transportation issues, but
I wouldn't expect that people with disabilities should be exempted from
responsibility for returning things or paying fines.

We have a special program for people who cannot come to the library and
there fines are handled differently since staff are responsible for
visiting/delivery and pickup of items.
