I agree that it's not part of the college's direct responsibility.  My questions would be: 1.) how were these areas addressed by/for an individual before s/he came to college.  Advise using a variation of what's been done previously. It may involve local contacts, so the college may want to have appropriate referral files and connections set up to give to the student.
2.) What policies does the college have about the presence of such people and do the policies need changing?
3.) Does someone in college administration understand applicable laws?  Know where to go to get questions answered? Is there a statement in the college policy, student handbook and other logical places?
4.) Have you asked provincial or national agencies for guidance on these matters?  Have you asked other colleges, especially those that have a reputation for good services for people with disabilities? University of Toronto comes to mind.

As far as I know, personal assistance and care is not the responsibility of
the college; rather, it is the individual's responsibility.  That doesn't
prohibit the college from assisting, but it's not required under Section
504, for instance, or, as far as I know, under the ADA.

Can anyone reference for me any institutional best practices that may
provide students with physical disabilities the attendant care they need
such as personal grooming, toileting, feeding assistance etc while at
school? I am particularly interested in the funding source, education?
health? voc rehab?
