I think the confusion came becomes you didn't clarify that it was the
annual Milwaukee picnic, organized by people in Milwaukee.  Your
statement should have read something like "The organizers of the
Milwaukee picnic invite you to their annual African picnic.........."
instead of the planning committee inviting members to a picnic, giving
the impression that it was planned by the committee.
