I just clicked on the url and it appears that the clinton Administration
has changed its position.  It will now indeed publish the proposed regs
for public comments and review after the Office of Management and budget
looks them over and approves them.  David kaposi of the Access Board
e-mailed the Freedom Forum to announce the administration's change of
position.
