I've come across a great speech friendly Chess program called
K-Chess Elite. A demo version can be got from:

Moves can be typed in using standard Chess notation and the moves
are also displayed in text. Menus are all standard and work well with
Window-Eyes. Games and board positions are saved in text files, so it is quite
easy to set up board positions. The program also has lots of helpful sound
effects. The program plays a very, very strong game. Many different settings
can be made through the Options dialog box and the program remembers them
until you change them again.
