I agree with you. I would also like to refer you to Isaiah Berlin's work
"The Originality of Machiavelli" where he elaborated on the amorality of
Machiavelli's works. Isaiah Berlin's concerns where the morality or the
nature of Machiavelli's "character" and not the ethical rectitude of his
designs. This is why I said that although Machiavelli discovered a valid
principle of statecraft-"prudence" but he did not give the "guidelines" to
its practice. This is where the character of the individual comes in to
generate "normative prudence".
