A good start is to avoid PCI modems. An ISA modem can *usually* be counted
on to be a hardware based modem. Be sure you have an available ISA slot if
you buy one of these.

  Personally, I favor external modems for a number of reasons, ease of
installation being the foremost. Virtually all external modems that connect
by serial cable are hardware based. I've heard that there are USB software
modems on the market though.
