I suspect that the monitor degauss circuit draws a surge of current - maybe
10 amps peak - when you switch on.
Switch your main house power off, and measure the resistance of all
wiring between the monitor plug heading back towards the switch. Use an
extension cord and some short wires to reach back towards the switch (but
WATCH OUT for live wires in the switch box).
Odds are that you will find a fairly high resistance which drops the voltage
and causes the reboot during the surge. Check all connections, and the
cords at both ends for frayed wires and dirty, loose, or oxidized
contacts. Repair/replace as necessary.
