It sounds as if your registry is corrupted or a driver has become corrupted,
based on your reported time line of events.

If the system will start in Safe Mode, you probably have a corrupted driver.
In Safe Mode, run MSCONFIG from the START | Run box.  Then, under
the Startup tab, try disabling as many of the startup applications as possible
and restart.  If this solved the problem, you will need to slowly turn them back
on, one at a time, until you find the culprit.  That will need to be reinstalled.

If it is the registry, try booting to a DOS prompt by pressing F8 as the system
boots and "Starting Win98..." first appears.  Then choose the Command line
option.  Now at a command line, type:
    C:\>SCANREG  [press enter]
This utility will attempt to repair your corrupted registry or replace it.  If this does
not work, you will need to replace the existing registry with a back up.

If you have not backed up your registry, you maybe in a situation that will
require that you delete you existing registry and reload Windows.  The two
files that compose the registry in Windows98 are in the  C:\Windows directory:
     SYSTEM.DAT  and  USER.DAT

Windows we build a new registry when you reload it.  Unfortunately, any software
you have loaded that has written to the registry will be required to be reloaded
also, such as MS Office2000 or Adobe Photoshop and many others.

The good thing is that you will not loose any of your data in this operation, but
you will need to reconfigure your system and reload most of the application
software.
