This is similar to the argument in favor of sacred sites not maintaining their
*historic* buildings as their primary mission may be to provide for human
needs such as with soup kitchens or substance abuse clinics. Funds diverted to
repairing a leaking roof are funds diverted from other needs that are often
considered critical to the community. When the roof falls down the priorities
have a tendency of changing. Disasters are often funded by insurance, whereas
maintenance requires more work to finance.
